Community Governance Review

We are conducting a community governance review (CGR). This is the process for reviewing parish boundaries, and deciding how many councillors a parish council should have.

Issues being looked at during this review have been requested by parish councils, district councillors or officers of the council.

The first consultation stage took place between 22 November 2021 and 31 January 2022. All the details relating to the first consultation, including full results and responses, can be found on the dedicated first consultation page: letstalk.cherwell.gov.uk/community-governance-2021-1st-consultation

A working group of District Councillors considered all responses to the first consultation, and made recommendations to Full Council which were approved on 18 May 2022.

Regarding the proposals to merge Kidlington and Gosford & Water Eaton (KGWE) parish councils, the recommendation was that no changes be made at this time. The recommendation was approved, therefore there is no second consultation stage for this proposal. An update letter has been sent to all residents in Kidlington and Gosford & Water Eaton.

A second consultation on the approved recommendations opened on Monday 4 July 2022. Seven online surveys can be completed below. Six of the surveys refer to recommendations regarding boundary changes in the following areas:

  • Ambrosden and Blackthorn.
  • Banbury and Drayton.
  • Banbury and the surrounding area.
  • Bicester and the surrounding area.
  • Chesterton, Bucknell and Bicester.
  • Horley, Hanwell and Wroxton.

The seventh survey is regarding a proposed increase of parish councillors for Bucknell, Chesterton and Somerton parish councils.

The consultation is open for anyone to reply to, you don't have to be a resident of the specific areas under review. Responses are not limited to one per household, but each person who wants to submit a response via Let's Talk will need to register to create an account.

All information collected through this consultation will be treated appropriately to conform with data protection legislation. The council has to publish all comments received in connection with a community governance review. If we receive a comment on behalf of a group, such as a parish council, political party or disability access group, we will name the group, but we will not publish the names of individuals who have commented.

If you have any queries regarding the CGR, please contact the Democratic and Elections team via email: democracy@cherwell-dc.gov.uk or by telephone on 01295 221534.

The second stage consultation letter gives details of the results of the stage one consultation.

The consultation questions were updated on 2 August 2022. The new consultation letter gives details of the revised questions, and includes an updated map 1 to clarify which properties may be affected by a boundary change.

    The revised recommendations are:

    • That the properties on Blackwell Drive are consulted on the possibility of a boundary change so that area F1 on revised map 1 moves out of Bodicote and becomes part of Banbury. The location of the potential new boundary would follow the line of the planning application site, with the existing allotment gardens, cricket ground and recreation ground remaining in Bodicote Parish.
    • That residents in Merlin Close, area F2 on map 1, be consulted on the possibility of a boundary change that would mean they become part of Banbury.
    • That the two properties in Longford Park that still appear as part of Bodicote, area F on map 2, are officially moved into Banbury, as they are already shown as part of Banbury for electoral register and council tax purposes, and this would formalise the existing situation.

    The final recommendation remains unchanged:

    • That the boundary between Bodicote and Banbury be altered so that area E on map 2 moves out of Bodicote and becomes part of Banbury.

Updated blank reply slips are available to download and print if you would like to reply in writing, alternatively you can reply electronically using this updated online survey.

Due to the change in the questions, consultation on this aspect of the review will now run until Friday 23 September
